Kemandirian Energi, Kebutuhan TNI Untuk Menghadapi Ancaman Perang Masa Kini

Sudah 72 tahun usia TNI akan tetapi tampaknya TNI/Kemhan masih terlambat untuk menyesuaikan diri terhadap perkembangan global khususnya dalam bidang Geopolitik dan pertahanan. Jargon Poros Maritim yang didengungkan oleh Presiden Jokowi di bidang pertahanan rupanya harus menghadapi tembok yang tebal. Padahal sudah berulang kali Panglima TNI Gatot Nurmantyo bahwa potensi konflik masa datang akan terjadi di sekitar Laut Natuna yang banyak mengandung Sumber daya alam (Hayati maupun Migas), selain itu posisi strategis yang dikelilingi oleh Negara FPDA juga harus menjadi perhatian tersendiri oleh para pengambil keputusan. Hal ini berbanding terbalik dengan pernyataan Menhan Ryamizard Ryacudu bahwa LGBT dan Teroris merupakan ancaman Negara.

Dari potensi ancaman diatas mampukah komponen pertahanan negara menghadapinya? Sebuah pertanyaan yang retoris, akan tetapi fakta di lapangan menunjukan bahwa TNI memang belum siap untuk menghadapi perang moderen yang mengharuskan komponen pertahanan bergerak ke titik konflik dalam 1x 24 Jam. Salah satu yang disorot adalah kemampuan pemerintah untuk menyediakan sumber daya Minyak (BBM) untuk menggerakan mesin-mesin perang ke seluruh penjuru negeri. Mantan Wakil Menteri Energi Sumber Daya Mineral Susilo Siswoutomo pada 2013 sempat berkata, jika Indonesia menghadapi perang, negara kepulauan ini hanya bisa bertahan tiga hari.  

"TNI enggak punya ketahanan energi. Pesawat ada, kapal ada, tapi (tangkinya) tidak bisa diisi dengan air," ujarnya. Suatu fakta yang membuat kecut siapapun yang mendengarnya, lebih lanjut Susilo mengatakan Indonesia tidak punya cadangan strategis BBM yang disimpan secara khusus jika terjadi hal darurat seperti bencana alam atau perang. "Cadangan BBM kita nol! Bandingkan dengan Malaysia yang punya 30 hari, Jepang dan Korea 50 hari, Singapura 50 hari," Suatu pertanyaan yang menggelitik oleh penulis jika BBM sudah habis sedangkan Alutsista katakanlah masih utuh selama 3 hari tersebut apakah TNI akan melakukan perang gerilya seperti dahulu?

Sebagai gambaran Nazi Jerman pada waktu memulai kampanye Operasi Barbarossa ke Russia pada tahun 1941 mempunyai cadangan Minyak sebesar 31 Juta barrel pertahun, kemudian pada akhir tahun 1943 cadangan minyak jerman sudah menyusut jauh hanya kira-kira 500.000 barel! suatu petualangan yang mahal harganya buat Nazi Jerman karena pada akhirnya Jerman kalah telak di Russia karena logistik untuk pasukan ke garis depan terhambat. Kampanye di Russia sangat menyedot Cadangan Minyak Jerman karena kondisi geografis Rusia yang didominasi tanah lapang sangat cocok untuk bagi divisi Panzer Jerman bertarung disana dalam operasi itu melibatkan 153 Divisi (19 Divisi Tank dan 15 Divisi Infantri Bemotor) sungguh suatu jumlah yang kolosal, Dicuplik dari laman sunray22b.net bahwa setiap divisi Tank jerman membutuhkan 30 barrel BBM untuk setiap mil nya!

Dengan pengalaman Jerman diatas bisakah Indonesia mengatasi ketersedian BBM apabila terjadi perang? Jawabnya untuk saat ini tidak. Pada Januari 2017 Mantan Wakil Direktur Utama Pertamina Ahmad Bambang kepada Antara mengakui kesusahan pihaknya menyuplai cadangan strategis. "Kami butuh tambahan sekitar 4 miliar dolar AS untuk infrastrukturnya agar cadangan minyak strategis bisa sampai 30 hari," katanya. Bahkan untuk operasional sehari-haripun pemerintah/TNI masih menanggung utang kepada Pertamina sebesar Rp 34 Trilliun, Karena kesulitan inilah operasi patroli Angkatan Laut menjaga perairan Indonesia acapkali terhambat.

Data dari Pusat Penerangan AL menyebut, satu unit kapal perang kelas fregat dengan panjang sekitar 100 meter butuh bahan bakar solar senilai Rp900 juta untuk biaya patroli sehari penuh. Biaya ini bakal membengkak bila wilayah patrolinya luas. Utang kepada Pertamina membikin patroli dibatasi. Wajar belaka jika TNI AL hanya diberi jatah 13 persen dari apa yang mereka minta. Jadi, sehari hanya bisa mengoperasikan 7-15 kapal, padahal posisi kapal berpatroli bisa 60-70 kapal.

Dari fakta-fakta diatas kiranya kita harus sadar diri bahwa sebelum meneriakkan perang dengan negara lain baiknya kita berkaca baik-baik didepan cermin apa modal kita sehingga berani menyatakan perang? apalagi operasi militer jaman sekarang mengandalkan kecepatan untuk mobilisasinya, Operasi militer juga bukan hanya berbicara tentang keberanian tetapi juga tentang bagaimana manajemen Logistik (BBM,Air bersih dan Amunisi) mulai dari persiapan hingga bagaimana cara membawa logistik dari garis belakang hingga garis depan dengan aman mengambil Quote dari Diplomat Prancis Henri Berenger “He who owns the oil will own the world, for he will rule the sea by means of the heavy oils, the air by means of the ultra- refined oils, and the land by means of gasoline and the illuminating oils.” dari sini terlihat pentingnya sebuah pasokan logistik BBM pada setiap operasi militer.

Since car repairs are expensive, a comprehensive policy makes more sense even if the premiums are a little high.
