Wartawan investigasi Allan Nairn merilis sebuah artikel yang menyebut sejumlah perwira aktif dan purnawirawan TNI menggunakan demonstrasi anti-Ahok guna melengserkan Presiden Joko Widodo.

Artikel tersebut berjudul Trump's Indonesia allies in bed With ISIS-backed militia seeking to oust elected president dan dilansir situs The Intercept.

Namun TNI menepis tuduhan bahwa ada perwira aktif yang terlibat aksi pelengseran Presiden Jokowi.

Nairn mengaku melakukan investigasi secara mendalam selama satu tahun. Dalam kurun waktu itu, Nairn mengaku mewawancarai sejumlah sumber intelijen dan militer serta memperoleh berbagai dokumen rahasia terbitan TNI maupun badan intelijen Amerika Serikat (NSA) yang dibocorkan Edward Snowden.

"Di tentara, baik yang pensiun maupun masih aktif, ada banyak jenderal yang tidak puas dengan Jokowi dan takut kemungkinan bahwa di masa depan mereka bisa diadili. TNI ada sejarah panjang bunuh orang sipil, mulai dari 1965 sampai sekarang di Papua," kata Nairn dalam bahasa Indonesia, kepada Jerome Wirawan dari BBC Indonesia.

Kekhawatiran itu, menurut Nairn, mulai mengemuka saat pemerintah menggelar Simposium 1965 pada April 2016 yang menghadirkan sejumlah korban dan keluarga korban. Kesimpulan simposium itu adalah negara terlibat dalam peristiwa kekerasan terhadap orang-orang yang dituduh anggota atau simpatisan PKI pasca September 1965.

"Mulai dari saat simposium itu, muncul sebuah gerakan di dalam tentara. Mereka berpikir tentang kemungkinan menggulingkan Jokowi. Mereka marah dan takut atas kemungkinan (pengadilan) HAM. Dan gerakan di jalan sekarang, gerakan anti-Ahok itu, sebenarnya asalnya dari gerakan tentara," kata Nairn.

Dalam laporan itu Nairn mengaku mendapat dokumen intelijen dari tiga badan berbeda. Dokumen-dokumen itu, katanya, menyebut demonstrasi anti-Ahok memperoleh pendanaan dari seorang politikus, pengusaha, dan mantan presiden.
Nairn mengklaim telah berupaya memverifikasi dokumen itu dengan mewawancarai orang-orang yang disebut sebagai penyumbang dana, namun mereka menolak.

Dengan bergeraknya demonstrasi anti-Ahok, kata Nairn, militer tidak terlihat kasat mata di jalan sehingga kudeta akan berlangsung melalui 'kekuatan rakyat' dan bukan dengan cara kekerasan. Aksi itu tak bisa diremehkan mengingat berhasil menggalang ratusan ribu hingga jutaan orang.
"Ini sama sekali bukan soal agama, ini politik," katanya.

Untuk meredamnya, sambung Nairn, Presiden Jokowi meminta bantuan sejumlah jenderal purnawirawan yang menurutnya pernah terlibat dalam berbagai peristiwa pelanggaran HAM.
"Namun, itu ada harganya, yaitu kemungkinan penghentian kasus-kasus pelanggaran HAM," kata Nairn.

Dengan demikian, imbuhnya, walaupun demonstrasi anti-Ahok pada akhirnya bisa diredam, tentara tetap menang mengingat kasus-kasus pelanggaran HAM tak lagi diusik.
Menjawab pertanyaan BBC Indonesia, Nairn mengatakan bahwa laporannya "bisa dipertanggungjawabkan dan sudah diverifikasi". Kendati begitu, ada beberapa orang yang dituding dalam laporan itu yang menurutnya tidak mau memberikan komentar.

Adapun TNI menepis tuduhan bahwa ada perwira aktif yang terlibat aksi pelengseran Presiden Jokowi.
"Sampai hari ini tidak ada laporan makar," kata Kepala Pusat Penerangan TNI, Mayor Jenderal Wuryanto kepada BBC Indonesia.

Sejumlah kritik menyebut, banyak laporan Nairn yang terlalu didasarkan pada ucapan-ucapan dan pengakuan yang tak bisa diverifikasi, yang dihubung-hubungkan.
