Perbandingan Pengawalan Paspampres Era Presiden Jokowi dan SBY

Gaya Pasukan Pengamanan Presiden yang bertugas melakukan pengawalan di jalan raya menuai simpati. Presiden Jokowi meminta mereka tak boleh arogan dan harus menghargai masyarakat.

Mayjen TNI Bambang Suswantono yang pernah menjabat sebagai Danpaspamres mengawal Presiden Jokowi beberapa waktu lalu mengatakan salah satu pesan Presiden Jokowi saat pertama ia memegang jabatan sebagai Danpaspampres adalah Presiden selalu ingin dekat dengan rakyat.

"Beliau punya keinginan untuk dekat dengan masyarakat, di sepanjang jalan di setiap masyarakat berkumpul di situlah Presiden berhenti, di setiap kesempatan beliau selalu melayani masyarakat untuk berfoto. Ketika batas antara Presiden dengan rakyat semakin dekat maka batas kenyamanan sangat bergesekan dengan batas keamanan," katanya.

Bambang yang kini posisinya digantikan oleh Brigjen TNI Suhartono itu mengatakan ketika itu dia selalu menekankan sisi keamanan sesuai prosedur tetap namun menyesuaikan dengan kemauan Presiden yang selalu ingin dekat dengan rakyat.

"Kita harus menyesuaikan diri tapi prinsip pengamanan tetap tidak boleh lepas dari koridor," katanya.

Sementara Komandan Paspamres Grup A Kolonel Inf Mohamad Hasan yang tampak mengawal langsung perjalanan Presiden dalam video tersebut berkali-kali mengingatkan anggotanya untuk tetap santun dan mengacungkan jempol kepada masyarakat yang dilalui dalam perjalanan tersebut.

"Tetap santun kemudian acungkan jempol sebagai tanda ucapan terima kasih," kata Hasan.

Perjalanan VVIP itu juga sama sekali tidak tampak menggunakan sirine dan tidak ada pembukaan jalan sebelumnya.

Sehingga jika pun kondisi jalanan macet maka perjalanan Presiden Jokowi pun akan turut serta dalam jalur kemacetan yang sama.


Sementara itu, Presiden Susilo Bambang Yudhoyono pun dulu mengaku sebenarnya ingin konvoi kepresidenan tak mengganggu masyarakat. Namun SBY mengaku tunduk pada aturan protokoler dan standar keamanan yang ditetapkan oleh Paspampres.

"Sering pula dalam perjalanan di Jakarta, kota-kota besar atau di daerah, Presiden SBY memerintahkan agar lalu lintas dibiarkan mengalir, tidak ditutup agar tidak merugikan masyarakat, tetapi menurut Paspampres, Polri dan personel pengaman lain, hal tersebut tidak dapat dilakukan demi pengamanan dan penyelamatan," kata SBY, Januari 2014 lalu.

Menurut SBY, Paspampres menjalankan tugas yang sebenarnya harus tegas, tidak kenal kompromi, ketat, dan tidak ada toleransi. Zero tolerance untuk gagal dan salah. Hal itulah yang membuat masyarakat menilai Paspampres arogan.

"Itu oleh masyarakat luas sering disalahmengertikan atau disalahpersepsikan sebagai arogan, terlalu keras, berlebihan, dan sebagainya. Padahal, seperti itulah ekspose, taktik dan teknik yang berlaku secara universal," kata SBY.

Presiden SBY menyadari bahwa tugas dan kewajiban mengamankan Presiden dan Wapres bukanlah suatu pekerjaan mudah, namun penuh tantangan, dan telah diatur dengan prosedur tetap dia pun memahami kesulitan yang dihadapi Paspampres.

You would be penalized, get a challan and might even be imprisoned. Loss of No Claim Bonus If your car insurance expires and you do not renew it, besides the penalties and fines, you also lose the No Claim Bonus which you accumulated in your existing policy. Car insurance plans allow a discount in subsequent year’s premiums if there is no claim in any current year. This discount increases every year and saves your premium outgo. For instance, the premium payable for a Maruti Ritz car registered in 2012 having a capacity of 1197cc would have a third party premium of Rs.2237 and a comprehensive premium of Rs.4200 (approximately). With a slight increase in the premium you can avail a higher coverage option which covers for your damages too. Since car repairs are expensive, a comprehensive policy makes more sense even if the premiums are a little high.
