Kalau Papua Nugini Tak Sanggup Melakukannya, Biar TNI Yang Selesaikan

DPR  meminta pemerintah tak tunduk dengan keinginan kelompok sipil bersenjata yang menyandera dua warga negara Indonesia di Papua Niugini. Sebaliknya, pemerintah perlu berkoordinasi dengan pemerintah Papua Niugini untuk segera membebaskan para sandera.

“Sebaiknya serahkan kepada Pemerintah PNG untuk mengatasinya. Kalau tidak bisa, kita minta izin masuk untuk menyerbu,” kata DPR.

Pemerintah dapat memerintahkan TNI untuk menyerang kelompok sipil bersenjata guna menyelamatkan WNI yang menjadi sandera di negara lain. Hal serupa pernah dilakukan ketika Kopassus melakukan operasi penyelamatan sandera dalam peristiwa pembajakan pesawat Garuda Indonesia di Bangkok, Thailand, tahun 1981.

Pemerintah tak perlu membuat suatu perjanjian tertentu dengan Papua Nugini untuk membebaskan para sandera. Ia mengatakan, sudah menjadi kewajiban Papua Niugini melindungi warga negara asing yang berada di wilayah teritorialnya jika terjadi sesuatu.

“Kalau tak mampu, ya wajib bekerja sama,” ujar mereka.

Dua WNI disandera kelompok sipil bersenjata di Papua Niugini. Mereka merupakan penebang di perusahaan penebangan kayu di Skofro, Distrik Keerom, Papua Niugini. Selain menyandera Sudirman dan Badar, kelompok bersenjata itu juga menembak warga sipil lainnya, yakni Kuba. Pada saat kejadian, Kuba sedang memotong kayu di Kampung Skopro, Distrik Arso Timur, Kabupaten Keerom. Ia mengalami luka tembak serta panah dan masih dirawat di RS Bhayangkari.

Kapolri sebelumnya menolak tawaran barter dua WNI dengan dua tahanan narkoba. Menurut Kapolri, pembebasan WNI yang disandera oleh kelompok bersenjata di Papua Nugini tersebut masih menunggu hasil negosiasi antara perwakilan Indonesia di negara tersebut dan Pemerintah Papua Nugini.

Operasi pembebasan dua warga negara Indonesia yang disandera Organisasi Papua Merdeka di Papua Nugini sedang direncanakan . Operasi tersebut digelar oleh tentara Papua Nugini. Namun TNI ikut menyiagakan pasukan.

Kepala Pusat Penerangan TNI mengatakan TNI mengerahkan pasukan dari berbagai kesatuan yang kini telah siap 24 jam. “Ada Kopassus, Paskhas, Denjaka, Denbravo. Kami siap,” kata dia di Jakarta.

Kopassus atau Komando Pasukan Khusus ialah bagian dari komando utama tempur milik TNI Angkatan Darat yang punya kemampuan antiteror, Denjaka atau Detasemen Jala Mengkara ialah satuan antiteror TNI Angkatan Laut, sedangkan Denbravo Kopaskhas atau Korps Pasukan Khas ialah satuan elite TNI Angkatan Udara setara Kopassus.

Mereka siap membebaskan dua WNI yang disandera OPM, dengan syarat telah mengantongi izin dari pemerintah Papua Nugini, sebab lokasi penyanderaan berada di negara itu.

“Nanti setelah PNG memberikan kewenangan kepada kami, atas izin pemerintah PNG, kami baru masuk,” ujar Kapuspen.

Menurut Beliau, kelompok penyandera hanya terdiri dari empat orang. Meski demikian TNI menekankan cara-cara persuasif dan negosiasi demi menghindari jatuhnya korban.

Saat ini proses negosiasi diserahkan kepada tentara Papua Nugini dan Bupati Vanimo, kepala daerah di wilayah penyanderaan.

Kapuspen menyebut batas waktu negosiasi ialah pukul 12.00 waktu setempat. Tenggat waktu itu kini telah lewat dan TNI menghormati tentara Papua Nugini dengan melihat perkembangan di lapangan.

“Kalau brak-bruk saja, lima menit juga selesai. Tapi kami menghormati kedaulatan PNG dan tidak ingin ada korban WNI. Oleh sebab itu negosiasi awal diserahkan ke tentara PNG,” ujar Kapuspen.

Sementara itu, Atase Pertahanan Kedutaan Besar RI di Port Moresby PNG, menyatakan terus memantau perkembangan dari Vanimo.

“Seharusnya siang ini (selesai), tapi belum ada kabar apapun. Komandan tentara PNG belum mengungkap bagaimana cara pembebasan sandera,” kata beliau kepada redaksi.

Jika sandera telah bebas, mereka akan menjalani pemeriksaan medis di Konsulat Jenderal RI Vanimo untuk kemudian diantarkan ke perbatasan PNG-Papua, dan diserahkan kepada Pemerintah Daerah Papua.
